(This time we are posting the historic leaflet, which was distributed in hundreds of thousands of copies all over the country at the time of the great initiation of the People’s War on 13 February 1996. Since then 17 years have passed. The mission of People’s War has not fulfilled. The revisionists abandoned the People’s War. They have turned themselves into the true renegades of 21st century. Now they are in practice of bourgeois democracy. But the class struggle is not ended, the People’s War is going on. In fact, the new phase of People’s War has begun. March Along the Path of People’s War to Smash the Reactionary State and Establish a New Democratic State!
Dear Masses of the People,
Today Nepalese society is in a state of grave crisis, whether economically, politically, culturally or otherwise. Where has the present state that has been harping about development and construction for the last fifty years landed Nepal economically? It has landed Nepal in the position of second poorest country in the world after Ethiopia. This state that does not manufacture even a needle in the name of a self-reliant and national economy has handed over the whole economy of the country to a dozen families of the foreign comprador and bureaucrat capitalists. Whereas this handful of plunderers have become billionaires, the real masters of this country and the national property, the toiling masses of Nepal, are forced to eke out a meager existence of deprivation and poverty. The sons and daughters of Nepalese peasants and workers reeling under unemployment and poverty are compelled to lead a miserable life of dishonour and neglect in India and different parts of the world to earn their daily bread. After piling a massive foreign debt burden even on the future generations of the Nepalese people, the feudal and comprador and bureaucrat capitalist rulers are making merry on it. In the name of privatization and liberalization under the guidance and for the benefit of the foreign capitalists, the process of mortgaging the whole country to the comprador and bureaucrat capitalists is now in full swing.
The burden of this economic degradation has to be basically borne by the peasantry, which constitute ninety percent of the population. That every new government formed under this state structure pushes and will push the country economically into a further state of bankruptcy has been historically verified.
To maintain hegemony of one religion (Hinduism), language (Nepalese) and nationality (Khas), this state has for centuries exercised discrimination, exploitation and oppression against other religions, languages and nationalities and has conspired to fragment the force of national unity that is vital for the proper development and security of the country. On the contrary, it has been prostrating itself before the foreign imperialists and expansionists and repeatedly mortgaging Nepal’s national honour and sovereignty to them. The present state has been shamelessly permitting the foreign plunderers to grab the natural water resources of Nepal and to trample upon our motherland. If this process is allowed to continue in the future, the patriotic, conscious and self-esteemed Nepalese have no doubt that the very existence of Nepal will be in jeopardy.
The present state has declared war against the development of the national culture of the Nepalese people by flooding the country with corrupt, licentious and distorted imperialist culture. The feudal and imperialist forces are doing their utmost to replace the democratic cultural values and ideals with Freudian, nihilist and anarchic values. This is a sequel to the conspiracy of the reactionary classes to corrupt the people culturally and preserve their own heaven of plunder. This corrupt cultural value is no less responsible for the burgeoning of drug-trafficking, smuggling, thievery, black marketeering, looting, murder and rape in the society today.
Within this moribund state structure, a coalition government of Panchas (royalists) and Nepali Congress, defamed in Nepalese history for their anti-national and genocidal deeds, is ruling right now. This government has forced not only the peasants and workers of Nepal but also the people of different categories and professions to live in a state of scarcity, injustice and terror. Whereas this state has been treating women as second-class citizens for a long time, now it has intensified rape, trafficking and the process of commoditization through advertisements against them. The whole educational system is tuned to produce slaves for this state and there is rampant anarchy in it. Thus, be they workers, peasants, women, teachers, students, small traders, lower-ranking civil servants, doctors, professors, or people of different classes including the national bourgeoisie, all are victims of this state of feudals and comprador and bureaucrat capitalists. Except for radical change in all spheres, any possibility of reform has now become a mere chimera.
Reactionary ruling classes, forever swearing by democracy, have been repeatedly using their guns against the political activists or the ordinary masses who hold political beliefs counter to the interests of the rulers. This state which regards itself as the custodian of “democracy” has been surviving on the blood of innumerable sons and daughters of mother Nepal, ranging from infants to the aged, whenever the people have professed and spoken in favour of nationalism, democracy and livelihood. Hundreds of thousands of Nepalese people fighting for justice have been subjected to inhuman physical torture, confinement in jails and mental torture. Not only during the partyless panchayat (absolute monarchy) period but even in the present monarchal parliamentary period, the fascist genocidal and repressive acts have been on the increase rather than decreasing. This is a bitter truth experienced by the Nepalese people in their real life. This process has now developed into an armed repression campaign against innocent people favouring truth and justice. The recent armed operation and state terror let loose in Western Nepal and different parts of the country has testified beyond doubt that the ruling classes have openly embarked upon an unjust war against the people. The heinous game of the reactionary state of enroling the sons and daughters of the poor peasants and workers into the police and the army as mercenaries and forcing them to use arms against their own parents, brothers and sisters, is now crystal clear. With the passage of time those in the police and the army will also come to know the realities. There is no alternative for the people other than to raise the banner of just war against this unjust war.
How did we reach this stage of the critical condition of nationalism, democracy and livelihood and a situation of open warfare of the state against the people? What is clear on the basis of historical and scientific materialism is that the seeds of this state of affairs were sown in Nepalese history a long time back. With the advent of the era of imperialism and proletarian revolution, as in almost all the oppressed nations, in Nepal too, a semi-feudal and semi-colonial socio-economic structure based on the alliance of feudalism and imperialism was established. This gave rise to a process of feudalism prostrating before imperialism and imperialism plundering the masses while protecting feudalism. In Nepal, this process was initiated in concrete form after the conclusion of the Sugauli Treaty of 1815-16 with British India. The inevitable consequence of this process was that it obstructed the development of national capitalism and instead opened the path to the development of bureaucrat capital in the interests of both landlords and imperialism. This long historical period has in fact been the period of the process of the birth, rise and demise of the same bureaucrat capital.
In Nepalese society, the 104 year period of Rana autocracy (between 1846-1950) existed under the same formation as the later partyless panchayat autocracy (between 1960-1990), and the current so-called monarchical multi-party system (since 1990) also continued and continues under the same dispensation. As a result of the struggle of the Nepalese people against this socio-economic structure, principally, and due to the changes in the international political situation, secondarily, the names of the system and the government have been changing, sometimes liberal and at other times conservative, to make a redistribution of the spoils of power. But the basic structure of the state has remained unchanged. The political developments of 1951, 1960, 1979 and 1990 can only be understood in this way. Looking at history just since 1951, it is amply evident that an ever greater crisis for the country and the people has been sprouting from within the womb of the petty reforms carried out within the reactionary state.
The Nepalese people have been constantly struggling against this state of affairs. In the process of such struggles, the Nepalese people have been a victim of not only the repeated repression and intrigues of the reactionaries but also of the betrayal and treachery of the reformists. Today the biggest traitors of the people have been those so-called communists, the revisionists, who have gone after crumbs of reactionary state power by licking the boots of feudalism and imperialism. The Nepalese people and Nepalese history will never forgive those traitors who have sat on the chairs of the reactionaries by betraying the people’s faith in radical change and the Communist Party and by stepping on the blood of thousands of martyrs. Again if one talks of limiting oneself to the reformist struggle within the reactionary state, that will be merely another process of treachery. This has now been a historically verified truth.
The other aspect which should not be forgotten at this point is that the negative recurrence of the reactionary repression and intrigue and reformist betrayal and treachery has given rise to the positive conditions of enhancing the political consciousness of the general masses of the people and of their attaining the sole revolutionary ideology of Marxism-Leninism-Maoism for their liberation, amidst the people’s class struggle and a long and intense ideological struggle against such reformism. Today, the Marxist-Leninist-Maoist Party guided by this all-powerful revolutionary ideology has developed like a beautiful and blossoming flower, through the long struggle of the labouring masses of Nepal, irrigated by the blood of thousands of martyrs. Whereas all kinds of reactionaries and revisionists are madly after it to nip it in the bud, the revolutionary masses are taking care of its preservation and development.
Dear Masses of the People,
What is clear from the above historical and current facts is that the present crisis-ridden condition of the country is the result of the development of contradictions between the exploitation and oppression of the people by the state power of the feudals and comprador and bureaucrat capitalist classes, on the one hand, and the relentless struggle carried out by the people against it, on the other. To defend their moribund and crisis-ridden reactionary state, feudalism and imperialism have openly imposed an unjust war on the Nepalese people. If the Nepalese people cannot raise the banner of a just people’s war against this unjust war and become victorious in it, the Nepalese people and the Nepalese nation will be doomed to a prolonged darkness.
Conscious of one’s duty towards this historical necessity, the Communist Party of Nepal (Maoist), the proletarian party of the sons and daughters of the masses of the people, has resolved to initiate the process of forcibly smashing this reactionary state and establishing a New Democratic state. This resolve of ours is based on the feeling of service and devotion toward the people, on the commitment to the lofty ideology of Marxism-Leninism-Maoism to free humanity forever from the yoke of class exploitation, and on the study of the history of Nepalese society in that light. We are fully conscious that this war to break the shackles of thousands of years of slavery and to establish a New Democratic state will be quite uphill, full of twists and turns and of a protracted nature. But this and this alone is the path of people’s liberation and a great and bright future. This path will unfold by making use of all forms of struggle in keeping with the historical stage of development of Nepal and principally, as we have been saying all along, according to the strategy of encircling the city from the countryside, with agrarian revolution as the axis and from the midst of and in conjunction with the rural class struggle. This process of people’s war in the context of the present balance of forces will move forward through the process of people’s guerilla war within the stage of strategic defence. We are confident that the masses of the people of all classes and categories will extend active support and help to this revolutionary process and that it will be victorious. Besides this, we are conscious and confident that this struggle will win support and help from the communist revolutionaries and struggling masses the world over, and that this will in turn assist all those revolutionaries. Because this struggle of ours will be part and parcel of the world proletarian revolution undertaken with a view to ending exploitation and oppression of man by man and to ending war itself forever. In this context we would like to make special mention of the ongoing people’s revolution in Peru based on Marxism-Leninism-Maoism and the Revolutionary Internationalist Movement (RIM) and revolutionary movements the world over based on the same.
Finally, we appeal to the workers, peasants, women, students, teachers, intellectuals and the masses of the people of all categories and trades to march along in the process of people’s war for establishing a people’s New Democratic state and to extend to it all forms of support and help.

Dear Ambassador,

We the undersigned formally protest against the persecution that part of the Italian magistracy carries out against the dissent, the freedom of expression and association.

These magistrates continuously utilize clearly political crimes, introduced in italian order by fascism, as that of subversive association, against Communist political organisations (i.e. the trial against the (new) Italian Communist Party and the Party of the Committees to Support the Resistance – for Communism).

The attempt to use the scarecrow of “terrorism” for these attacks on Communists and on people who protest makes us remember the times when Mussolini and those who supported him firstly outlawed Communists and then eliminated every party and the Parliament itself ; when the fascists were calling the Partisans (most of whom were Communists) “bandits” who fought to free Italy from Nazi-fascism.

The many judiciary inquiries against (n)PCI, CARC Party, the Association for Proletarian Solidarity and their sympathizers and helpmates are a clear violation of any democratic principle. They are an attempt to outlaw Communism, which is now clear.

I therefore send this letter to protest and to reaffirm my indignation and my concern for the reactionary and persecutory work attacking the very fundamental principles of the Italian Constitution concerning freedom of political association and organisation being carried out today in the city of Bologna with the trial of members of the (n) PCI, CARC Party and Association for Proletarian Solidarity.

We thank all organizations and individuals who mobilized themselves showing international solidarity with the Italian Communists on trial in Bologna on 8th February. We inform that the resistance against the repressive campaign poses serious difficulties for the project to destroy the freedom of expression and organization the Communists won in our country with the war of Resistance against Nazi fascism. The trial was postponed to 2nd May. We will keep you informed on the ongoing battle, confident in the growth of international solidarity.

It is important to inform you that the attack against the Communists, and in this case against the CARC Party continues in various forms. In many cities of Tuscany the CARC Party is leading protests against the hideouts from which came out the fascist Nazi murderer Casseri, who killed two Senegalese in Florence last December.

On 11th February the Party organized such a rally against a fascist parade in the city of Massa. When coming back home, the leader of the Party Enrico Ricci was attacked by the fascists who have ambushed him as police closed behind him the way out. The fascists have struck the comrade in his head with murderous rage, and only the intervention of another comrade has prevented the worst. Only then the police intervened, attacking the comrade rushed to help our Party leader and wounding him.

The attack does not restrain us but actually it increases our determination to wipe out the fascists, behind which there is a government that is making havoc of the achievements and rights of the masses, which responds to the growing protests throughout Italy with police attacks and arrests.

We ask each of you to participate in the fight against fascism in these attempts to restore fascism ongoing in Italy, writing to the mayor of Massa so as follows:

We protest against the fascist attack on those who took part in the demonstration against the fascist hideout “Casa Pound” at Massa, against the police who defend the fascists, which leave them unscathed, intervening in support of them, and against all political and institutional forces who keep on not to recognizing and then disregarding the Constitution, which prohibits the apology of fascism and the reconstitution of fascist organizations. So, according to the institutional position you hold, please ensure respect for the Constitution and take the measures necessary for the closure of “Casa Pound” in this city, Gold Medal of the Resistance against Nazi fascism, that the citizens commissioned you to administer. We also ask you to take a stand on what happened on 11th February in support of those who, as institutions do not do it, move at its own risk for the Constitution to be respected and for preventing fascists from showing their abhorrent ideology, from reorganizing themselves and from killing.

Au Maroc, le Mouvement du 20 février a remis en cause la corruption et le despotisme qui caractérise le système maghzanien qui profite aux classes dominantes alliées aux grandes puissances impérialistes (France, USA…). Il y a 40 ans, un homme est mort. Pierre Overney, ouvrier maoïste et militant de la Gauche Prolétarienne, était abattu par Jean Antoine Tramoni, membre de la milice patronale de l’usine Renault Billancourt. En plein milieu de la vague de crimes racistes d’alors, Pierrot distribuait un tract pour une manifestation antifasciste au métro Charonne en souvenir de la manifestation réprimée dans le sang par la police 10 ans plus tôt.

De celles et ceux qui l’ont connu, tous racontent son enthousiasme et sa vivacité, son énergie dédiée à la révolution, à la cause du peuple. Au-delà de ses traits personnels, Pierre Overney est un symbole de cette jeunesse qui voulait tout changer, tout bouleverser en se plaçant du côté des exploités et des opprimés. Cette jeunesse qui ne se satisfaisait pas des acquis de mai 68 et qui voulait aller plus loin, cette jeunesse qui montait « à l’assaut du ciel ».

C’est aujourd’hui un devoir de mémoire de rendre hommage à Pierre Overney, de saluer son combat et surtout de le reprendre entre nos mains. Pour les camarades plus anciens, il s’agit de transmettre l’esprit de lutte qui animait l’époque, l’histoire comme on ne la lit pas dans les livres, l’histoire d’en bas, l’histoire du côté du peuple. Pour les jeunes camarades, il s’agit de s’approprier notre histoire, l’histoire du mouvement ouvrier, l’histoire de la Gauche Prolétarienne qui fut sûrement l’expérience révolutionnaire contemporaine la plus poussée et la plus porteuse dans notre pays.

S’approprier notre histoire ça veut dire la faire vivre concrètement, chaque jour, dans chaque lutte, partout où il y a oppression et exploitation. Notre passé doit nous permettre de comprendre notre présent et doit servir pour le futur. C’est le devoir des jeunes générations, aidées par les anciennes.

Rendons hommage au camarade Pierre Overney, tombé il y a 40 ans !
Transformons la nostalgie en énergie pour la lutte et la révolution !

Dans ces temps difficiles vécus par notre peuple, dans ces temps difficiles dans lesquels les fils et les filles de notre peuple se tuent.

Dans ces temps ou les compagnes et les villages se détruisent.

Dans ces moments de désespoir, où nos filles et nos fils brulent leurs corps au lieu de bruler celui de l’ennemi.

Dans ces moments-là où les honnêtes de la patrie sont derrière les barreaux et certains d’entre eux tendent vers le martyr.

Dans ces moments-là où le peuple sans défense et sans armes et reçoit les frappes de tout les côtés.

Dans ces moments-là avec une grande résistance de notre peuple contre l’injustice, l’oppression et l’exploitation.

Dans ces moments-là où les luttes des fils et filles de notre peuple évoluent et s’étendent dans toute la patrie.

Dans ces moments-là, être loin de ces luttes c’est exactement la trahison du peuple , et le fait de déclencher dans ces moments là des batailles marginales c’est exactement l’opportunisme qui ne serve que les ennemis du peuple.

Dans ces moments là et dans ces circonstances là, le devoir des révolutionnaires réels et de répondre aux besoins engendrés par la lutte de notre peuple contre ces ennemis.

Dans ces moments là et dans ces circonstances là les vrais révolutionnaires soulèvent le défit pour contester et pour prouver l’amour de la patrie et du peuple.

Dans ces moments là les révolutionnaires cherchent à unir les efforts pour organiser les rangs et l’action.

Dans ces moments-là, et dans de telles situations, notre premier et principale devoir est de développer et l’élargir ces luttes populaires et de les organiser et dont mettre la conscience de classe.

Ce sont nos devoirs urgents.

Ensemble vers la voie de la liberté et la dignité, la voie de Saïda et Zeroual, la voie de la révolution.

La journée de solidarité internationale du 24 janvier, sur la base d’un appel signé par les partis et organisations de different pays et lancé par Maoist Road dans le meeting organisé par le PCm Italie – PCm France le 15 octobre 2012 sur les révoltes arabes a eu le mérite de faire connaitre la situation au Maroc, la situation de la lutte de classe au Maroc, la situation des maoïstes marocains, la situation des prisonniers maoïstes marocains sur toute la planète : du Canada à l’Inde, de l’Italie à l’Espagne etc.
Mais la chose ne peut en rester ici, il faut continuer à soutenir cette campagne, il faut connaitre l’activité et les positions des camarades marocains, il faut lier les maoïstes marocains, comme les maoïstes tunisiens et tous les maoïstes dans le monde arabs à l’ensemble du mouvement marxiste-léniniste-maoïste international et recueiller leur contribution de lutte et d’idées dans la marche vers une nouvelle Conference Internationale qui rassemblera les partis et les organisations mlm du monde.

C’est l’engagement actuel de MAOISTROAD qui diffuse son numéro spécial de la revue dans tout le monde.

Inde 23/01/2012 – Treize policiers ont été tués par les forces révolutionnaires maoïstes, alors que quatre responsables gouvernementaux – dont un révisionniste du CPI (ML) Liberation – et un journaliste réactionnaire ont été pris en otage. Selon la presse bourgeoise, ces éléments criminels ont été pris en embuscade par une cinquantaine de guérilleros. 16/01/2012 – Une trentaine de maoïstes qui étaient emprisonnés à Surkhet ont réussi à s’évader. Ils ont pris le chemin de la liberté via un tunnel de 22 pouces de diamètre et 30 pieds de longueur. 11/01/2012 – Le service ferroviaire roule au ralenti depuis qu’une rumeur attribue aux maoïstes l’intention de faire sauter les principales voies ferrées du pays. Selon les responsables de la East Central Railway, des forces supplémentaires ont été déployées et placées en état d’alerte dans les zones vulnérables.

Philippines 21/01/2012 – Selon la Nouvelle armée populaire, six soldats ont été tués et 16 autres ont été blessés dans des embuscades menées simultanément contre des véhicules militaires près de la ville de Kitaotao, dans la province de Bukidnon. 18/01/2012 – Un groupe de guérilleros maoïstes a incendié des camions chargés de bananes de plantations dont les propriétaires refusent de payer l’impôt révolutionnaire près de Quezon City. Des unités du 8e bataillon d’infanterie de l’armée réactionnaire ont immédiatement été déployées pour tenter d’attraper la colonne de guérilleros. Ceux-ci ont tendu une embuscade aux militaires; ils les ont pris sous un feu nourri, après avoir activé un engin explosif improvisé.

Turquie/Kurdistan 20/01/2012 – Une bombe a explosé au passage d’un fourgon de police au centre-ville de Hakkari, dans le sud-est de la Turquie. L’explosion a fait une douzaine de blessés et n’a pas été revendiquée. Les autorités considèrent que l’attentat est l’œuvre du Parti des travailleurs du Kurdistan (PKK).

Équateur 19/12/2011 – Trois bombes ont explosé pour dénoncer la présence du président colombien Juan Santos en sol équatorien. Elles ont retenti simultanément vers 10h30 dans trois villes différentes. Le consulat colombien situé dans l’édifice World Trade Center de Guayaquil a notamment été visé.

Irlande du Nord 16/01/2012 – Un soldat de l’armée britannique l’a échappé belle lorsqu’il a aperçu une bombe sous l’un des sièges de son véhicule, stationné dans un quartier résidentiel du nord de Belfast. L’attentat a été revendiqué par le groupe Óglaigh na hÉireann («Soldats d’Irlande»).

Pérou 11/01/2012 – L’état d’urgence est toujours en vigueur dans les zones de Huánuco, San Martín, Ucayali et Áncash, cela, malgré les affirmations répétées de la réaction qui prétendent que la guérilla maoïste est désormais anéantie.

Chili 05/01/2012 – Des forces partisanes de la libération nationale du peuple autochtone Mapuche ont revendiqué des attaques contre des propriétaires fonciers, des multinationales et des forces policières. Ces actions armées ont eu lieu lors de la commémoration de l’assassinat de Matías Catrileo, jeune dirigeant Mapuche tué à bout portant par la police militarisée de l’État chilien.

“Let’s Intensify our Opposition to the Indian State’s War on the People”

The Indian government’s war on people in central and eastern regions has entered its second phase with the deployment of the Indian army. The surreptitiously declared war on the people of this country codenamed Operation Green Hunt (OGH) which was launched in September 2009 by the Indian government is continuing unabated till today. In fact in the recent months, the ruling coalition at the Centre in connivance with political parties of all hues in power in the Central and Eastern states have intensified their brutal war on the poorest, most maginalized and oppressed people of the subcontinent. Contrary to the rhetoric of not deploying the Indian Army in direct combat, the Government of India has increased the number of troops in the region with the intent of crushing the growing people’s resistance against its policies. It is well known that the first batch of 2000 Army personnel were sent by the government to the forests of Narayanpur District in the Bastar on 3 June 2011 with a plan to occupy an area of 600 square kilometres, albeit in the name of Jungle Warfare Training. Just six months later, another 2500 personnel descended on the forests of Bastar on 4 November 2011. Though the Central and Chhattisgarh governments maintain that they have set up this so-called Jungle Warfare Training Centre in Bastar merely to put pressure on the Maoists and to dominate the region militarily, the real purpose is to hand over the vast swathes of mineral-rich forested lands to the Multinational Companies and to evict the people who have stood up to defend their jal-jangal-zameen, their very existence.
The involvement of the army in this war is more than what meet the eyes. Senior army officials were appointed long before OGH was initiated two-and-half years ago to guide and coordinate the `counter-insurgency’ operations involving more than two hundred thousand police-paramilitary joint forces. The launch of OGH further +institutionalised the Indian Army’s role under the Unified Command Structure of joint operations of the four different armed forces – the civil police of various states, Special Armed forces raised by different states (like the C-60 of Maharashtra, SPOs of Chhattisgarh, SOG of Odisha and Greyhounds of AP), paramilitary forces under the Union Government and the Indian Army along with the Air-force and the Navy. The Union Government’s public posture that the Army will not be engaged in combat with the Naxalites is only to hoodwink the democratic sections of the public in the country and to safeguard its image in the international domain as the much-advertised “largest democracy” in the world. Such claims fly on the face of the license to kill, handed out by the Indian government to the Air-force and the Army: while the former reserves the `right’ to commit aerial bombardments in the name of `self-defense’, the latter does not even require such fig-leaf of an excuse as it has been made clear that the army will not wait to be first shot by the Naxalites, but will be the first to fire upon anyone it suspects to be a Naxalite. Indian Army’s operations are being expanded in the war zones where the adivasis and other communities are resisting the sell-out of natural resources to international and domestic monopolies, displacing and decimating the local people. In order to deceive the democrats in the country and outside, the rulers – who are fighting against the most deprived sections of the people – have tried to justify their war as an act of curbing `left-wing extremists’ or Naxalites / Maoists. No doubt Naxalites / Maoists are part of the larger resistant movement today in all these regions, but this does not justify the ruling elite’s war on the citizens of this country.
Due to the stiff resistance faced by the Indian state’s Armed forces from the wretched of the earth in these regions, the `democratic’ Indian state has followed the policy of raising private armed vigilante gangs. That the corporate sector in India also has time and again asked the Government to further institutionalise such gangs through concrete material and other supports so as to enable the easy loot and plunder of the resources in these regions is an open secret that few have noticed. The list of such private armed groups formed and led by the joint armed forces of the government in central and eastern India is a long one: Salwa Judum and Koya Commandos (now legalised) in Chhattisgarh, Sendra, Nagarik Suraksha Samiti, PLFI, Jharkhand Prastuti Committee, Tritiya Prastuti Committee in Jharkhand, Shanti Sangams in South Odisha, and Harmad Bahini or what is now called Bhairab Bahini in West Bengal, and so on. And these are only a few of the vast number of private armed gangs being propped up by the government to kill and brutalise our fellow citizens by spending the tax-payer’s money. All these forces are under the directions of the Unified Command of the Indian government and the Home Ministry. These publicly-funded private gangs are killing thousands of people branding them as Naxalites/Maoists. If we add the private armed gangs maintained by the local warlords, the mining mafia and other corporate houses supported and patronised by the Indian state, the number of common people who are resisting their oppression and are killed by the government forces in the War on People shoots up exponentially.
The War on People is not restricted to the rural and mineral-rich forested regions of India alone, but has also reached its urban enclaves. It has spread to encompass all the urban and semi-urban regions from where support and solidarity is extended to the rural regions – the mainstay of the resistance movements. Democratic voices are stifled and choked everywhere. Thousands of democratic individuals and hundreds of peoples’ organisations that boldly raise their voice of protest against this War on People are jailed, tortured, threatened or killed in fake encounters. It is important to note here the detailed statement of the Minister of State for Home Affairs Jitendra Singh in the two houses of Parliament showing organisations such as Revolutionary Democratic Front (RDF), Committee for the Release of Political Prisoners (CRPP), People’s Democratic Front of India (PDFI), Democratic Students Union (DSU), CPI (ML) (Naxalbari) and other parties and people’s organisations as “being watched” closely by the eyes and ears of the government. That “being watched closely by the eyes and ears” of the government is to provoke a sense of siege mentality in the psyche of the general public vis-à-vis such organisations so as to segregate them from the vast democratic mass movements that they are part of. Further the minister has gone ahead to brand RDF, CRPP, PDFI and DSU as the frontal organisations of the CPI (Maoist). It is evident that all these organisations have been successful in rallying the voices against the murderous campaign of the Indian state to facilitate this largest land grab ever since the time of Columbus let alone the attendant loot and plunder of resources of the people. So it becomes inevitable for the Indian State to see to it that such voices are criminalised by profiling them as `anti-development’ and hence against the `national’ interest. This fascistic tendency to supress the democratic voices is a needed strategy for the belligerent ruling forces that are entangled in crisis with the deepening economic crisis world-wide.
The Indian rulers facilitate the unbridled plunder of people’s resources and labour to help the imperialist countries come out of their economic crisis, while the people fall prey to starvation, diseases and planned genocides of the state. This situation is certainly no better than the old colonial policy since Columbus and his brand of land-grab that decimated numerous indigenous tribal communities. The only answer is to intensify our opposition to Indian State’s War on People in the name of Operation Green Hunt.

About JAN MYRDAL, speaker at the Forum: The Swedish author and columnist, Jan Myrdal, son of Nobel laureates Alva and Gunnar Myrdal, and a central figure in the protest movement against the Vietnam War, has penned more than 80 books, among which are Confessions of a Disloyal European (1968), Report from a Chinese Village, The Silk Road and India Waits (1986). Dr. Rishi Raj Baral, a veteran literary expert and Marxist critique, is affiliated with the Unified Maoist party. He is the Vice Chairman of Ichchhuk Cultural Academy chaired by Senior Vice Chairman of Unified Maoist, Mr. Mohan Baidya ‘Kiran’. He is also the Chief Editor of Samayabaddha-a magazine published in vernacular Nepali language and The Next Front, an online magazine. Dr. Baral, a close associate and strong supporter of Vice Chairman Baidya represents the hardliner faction led by the Kiran.
Sujit Mainali for The Telegraph Weekly and its online edition telegraphnepal.com talked to this firebrand communist scholar on several aspects of intra-party rift that his party is plagued with right now and his party’s relations with the Indian regime. Below the excerpts of his exclusive interview: Chief Editor
Q1: When did you meet Mohan Baidya ‘Kiran’ very recently?
Dr. Baral: Two days ago (January 11, 2012). We were together at a meeting organized by Ichchhuk Cultural Academy to discuss about its future course of actions.
Q2: Do you find any changes in him that day?
Dr. Baral: I found him pretty optimist towards the latest political development observed in our party. Chairman Prachanda has exhibited his leaning towards the political course floated and strongly advocated by Mohan Baidya some days ago. However, during my conversation with Baidya, I cautioned him not to take Prachanda’s commitment at its face value. He had betrayed us after Kharipati meeting and the Palungtar plenum and therefore we cannot simply trust the verbal assurances of Chairman Prachanda.
I found Baidya very serious towards my observations. He, in an implied manner, hinted that if Prachanda once again duped us, then our political course will be different forever and stones will be left unturned to allow Prachanda to cooperate with us once again.
Q3: Can you tell us what he said during the conversation?
Dr. Baral: He told me that Prachanda has committed to follow the political line chartered by Palungtar plenum. He also has exhibited commitment towards the installment of People’s Federal Republic, drafting of People’s Constitution and staging of People’s Revolt, if need be. Baidya informed me that Prachanda too had agreed to ask for the resignation of Prime Minister Baburam Bhattarai as well. I found him optimist towards Chairman Prachanda assurance.
Q4: Some days ago, it was widely rumored that Unified Maoist party was on the verge of a vertical split. But now, the intraparty wrangling has been settled down, we have been told, in a dramatic manner. Don’t you think it sounds absurd? How can you say that the internal rift inside your party is not a mere drama staged in a calculated manner to hoodwink the opponent(s)?
Dr. Baral: I don’t think that the dispute has been settled down inside the party. I still suspect on the very intention of Chairman Dahal. He is very cunning and avaricious person and he is also a smart conspirator as well. I think he has come closer with the Baidya again to regain his waning hold inside the party structure.
In the previous Central Committee (CC) meeting, Prachanda saw the CC members from his own panel supporting Mohan Baidya on several issues including calling back Bhattarai from government, returning back the properties of feudals previously captured by the party during civil war, etc. Chairman Dahal rightly acknowledged that if the same situation prevails longer, then the Baidya camp will soon become dominant in the entire party structure very soon. Hence, in a hasty manner, he came closer to Baidya.
But I don’t think Prachanda and Baidya are united on ideological grounds. They have made some compromise(s) for short term only. Baidya too does not believe that Prachanda is fully committed towards the Nepali revolution and Nepali nationalism.
Q5: Mr. Baral, you mean to say that sharp differences still exist in between Prachanda and Baidya panel?
Dr. Baral: Hundred percent Yes! Some days ago, the rift inside the party was very intense and had attained a new height. It was largely supposed that the Unified Maoists was going to split within a few days. But now the issues have been settled down temporarily. It may sound absurd, however this is the reality.
Q6: Why such unusual events happen inside your party very frequently? Can you please explain its real cause, if you can?
Dr. Baral: The sub-faction existing inside the Baidya camp is responsible for this situation.
There are two groups inside the Baidya panel. One group wants to bring back Chairman Prachanda to the revolutionary line while the other group thinks it as a futile effort. The latter group believes that Prachanda has already become a revisionist and rightist-opportunist. This group dreams to reorganize the revolutionary party and wants to begin the revolution again from the grassroots level. Whenever the second sub-faction inside the Baidya camp become influential and comes to surface, it looks as if party is going to split within some days.
Q7: Can you please name some leaders who represent the hardliner sub-faction inside the Baidya panel?
Dr. Baral: Let me not disclose their names. I am extremely sorry for this. My ethics doesn’t allow me.
Some leaders and members of Constituent Assembly (CA) from the Baidya panel too have begun living a lavish lifestyle. Therefore, they are opposing the idea of staging revolt against the party leadership immediately, fearing that they may lose the material benefits which they are enjoying right now.
If the CA gets dissolved, then the Unified Maoist party will witness the vertical split within a week. This is for sure and rest assured.
There is another class inside the Baidya panel which is harshly suppressed and marginalized by the party’s upper echelon leadership. This class is more revolutionary. This class, which encompasses the overwhelming majority of the party cadres, is urging for reorganizing the party in order to make it more vibrant one and revolutionary in real sense.
Q8: Do you think that the Unified Maoist will split eventually?
Dr. Baral: I prefer to use the word ‘reorganizing the party’ rather than using the notion of ‘splitting the party’. I strongly believe that the Maoist party will be reorganized sooner than later. The leaders with reactionary, revisionist, rightist and perfidious tendencies should be immediately expelled from the party. Action should be taken against the traitors and the puppet of Indian expansionism. Earlier the better. If this does not happen, then the Baidya panel itself will see a vertical split. Take it for granted.
Q9: How strong the Baidya Panel is inside the party? Can you guess?
Dr. Baral: If Vice-Chairman duo Bhattarai and Narayan Kaji Shrestha ‘Prakash’ withdraw their support from the Prachanda panel, then the Baidya camp will be the strongest faction in the whole party structure, including the Steering Committee, Central Committee, Politburo, parliamentary front and State Committee.
There are about 92 out of 238 parliamentarians of our party who strongly adhere to the revolutionary political line floated by Mohan Baidya. Out of 142 members of the Central Committee (CC), 55 members are the declared adherents of our panel. While talking about the military wing of our party, the Division Commanders have been made avarice and corrupt by Chairman Dahal. Besides them, the Deputy Division Commanders and other members of Peoples Liberation Army (PLA) settled in middle and lower rung strongly adhere to the revolutionary political line. Baidya panel has strongest hold in Shaktikhor, Holeri, Dahaban and Western Division of the PLA. Apart from this, the party cadres and leaders who had fought Civil War are all with us. The newcomers who swarmed inside our party very recently for fulfilling their vested interests are with Prachanda. Baidya panel is very strong on ideological, cultural and military fronts of the party. Dr. Bhattarai’s influence in PLA is almost cipher.
Q10: How much optimist are you towards the ongoing political development happening inside the country?
Dr. Baral: Nepali nationalism is now under serious threat. National economy is becoming fragile and weak associated with a slide. Political courses of Kathmandu are being chartered in Washington and largely in New Delhi. Chinese sensitivities are being largely ignored.
Situation is not so good. If we need to strengthen our sovereignty, empower the Nepali population and boost the Nepali economy, the revolutionaries and nationalists should dissociate themselves from the rightist and the traitors.
Q11: Dr. Baral, you made quite interesting remarks. Can you please shed some more light on the maneuvering of alien forces in the politics of Nepal?
Dr. Baral: Indian expansionism has become a threat to Nepal and the Nepali revolution. This has now become an open fact. No longer remains a secret.
Let me tell you something about how India is now maneuvering inside our party? India is exerting its influence from three different fronts.
Firstly, it is using its longstanding subservient disciples like Baburam Bhattarai and Ram Karki to strengthen Indian grip inside our party. To a large extent, India has bagged successes in this regard already.
Secondly, it is using the close associates of Chairman Prachanda and trying to take Chairman in their firm grip. It is being widely discussed inside the party that Barsaman Pun ‘Ananta’, the incumbent Finance Minister, is working as an intermediary between the Indian establishment and Chairman Prachanda. Ananta’s excessive hobnobbing with the India’s intelligence wing has further raised suspicions about his much hidden intentions. Some months ago, we found him presenting working papers at a seminar organized by Research and Analysis Wing (RAW)-the Indian Intelligence Agency.
Let me tell you that the Indian establishment had preferred Ananta as the Finance Minister in the cabinet of Dr. Bhattarai. This had created massive uproar inside our party, if you recall those days. It is said that Dr. Bhattarai had made Ananta the Finance Minister under the direct instructions of New Delhi for serving the economic interest(s) of the latter in Nepal.
Thirdly, India is trying to maneuver inside Baidya camp through Krishna Bahadur Mahara. This front of maneuvering is most dangerous and frightening. Mahara, in a willing manner, is trying to present and project himself as a close friend of both India and China. But we took him as a person with excessive South leaning who is now assigned the tasks of producing Indian puppet(s) even inside the Baidya camp and demolish this camp once and for all. If Mahara succeeds in his malicious mission, whole Nepali population will be converted into the puppets of Indian expansionism. This is for sure, and hence, this issue should be taken more seriously by the countrymen.
Q12: Can you please tell us what might be the immediate plan of India in Nepali politics?
Dr. Baral: India wants Baidya camp to join the incumbent government for making Dr. Bhattarai’s tenure successful and shielding the waning political credentials of their man in Nepal. India wants the continuation of the incumbent government led by Bhattarai.
Q13: To which extent India may go for materializing this plan? Do you have any idea?
Dr. Baral: As usual, India has again come to the forefront of Nepali politics. The recent so-called agreement reached between Chairman Dahal and Baidya was the result of India’s maneuvering. India has asked its stalwarts inside our party to mend fence with Baidya camp and to persuade the latter to join Bhattarai government. Without any hesitation and doubt, I can tell that the idea of the so-called agreement was floated by New Delhi. The stalwarts of the expansionism are now vigorously trying their best to materialize the grand design of India in Nepali politics. Let all of us admit this fact.
Slaver like behavior of Dr. Bhattarai towards India is of the highest order and no other person inside our party has so far exceeded this man in this regard. In the past, we used to accuse him for being excessively loyal towards Indian expansionism on ideological grounds. After assuming the post of Prime Minister, he signed BIPPA with India and Four Points’ Agreements with Unified Madheshi Front. His deeds have now proved him as compliant of the Indian expansionism. Therefore, India wants the continuation of this government and Krishna Bahadur Mahara is assigned to achieve this purpose.
